I. Overall Objectives
It is continue to make comprehensive innovation, maximize internal resources, combine well with external resources, exploit efficiently potential, advantage of Province; develop the strength of minority group union, boost the development in fields, sectors in order to make distinctive changes in speed and quality of growth, competition efficiency and capacity, active integration into international economy; struggle up to 2010 to move the Province out of the status of underdevelopment with average income per capita to be the national average level, to make strengths for faster and more stable development to the direction of industrialization, modernization in following years.
II. Main targets, assignment
1. Main targets
- Gross domestic production (GDP) of Province shall increase by yearly average of 14- 14,5%.
In which, growth in:
+ Agriculture, forestry, fishery: 6,5-7%
+ Industry – construction: 19,5-20%
+ Service sector: 15,5-16%.
- Branch based economic structure shall shift on fast increase of industry – construction – service. Up to 2010, the density of industry – construction shall be 39.5-40%; service 39-40% and Agriculture, forestry, fishery 20-21% in GDP
- GDP per capita in 2010: over 1,000 US$
- Food production in 2010: 500,000 tons
- Seafood production in 2010: 180,000 tons
- Export turnover in 2010: 235 million US$
- Budget revenues in 2010 (not including direct revenue from petrol) compared with GDP shall be 16%
- Budget expenses in yearly development investment: 35% of total local budget expenses.
- Investment capital attracted from society: 54-56% of GDP
- Yearly average number of job offered: 21,000 labor
- Rate of trained labor in 2010: 30%
- Rate of unemployment in 2010 below 4%
- Natural demographic growth in 2010: 1,14%
- Rate of birth decrease: 0,03%
- Rate of families having access to clean water in 2010: 95%

- Rate of families supplied with power in 2010: 99,5%
- Rate of poor families in 2010 (upon new standards): 5%

2. Assignment
2.1. Focus on mobilization, develop all potential, advantage of the Province, attract strongly social resources, struggle to obtain high and sustainable economic growth, to make strong changes in quality, efficiency and competition capacity of the economy. Boost the shift of the economic structure onto the direction of industrialization, modernization, at period ending, to shape the economic structure: industry – service, agriculture, fishery, forestry.
2.2. Develop the industry with focus on fields, branches as strength of Province like industry of seafood, agriculture, mineral resources, fine art handicraft, etc.; develop fast, efficiently concentrated industrial parks, group of small scaled industries, rural trade villages; make good preparation to access and develop petrol industry and service. Boost the innovation, modernization of techniques, technology, to make distinctive changes in speed and quality of growth, competition efficiency and capacity, to increase gradually the density of integration of advanced science, technique, technology into each product.
2.3. Focus on exploiting thorough the strength in tourism and tourist service. Develop fast high valued service in service of the requirements of socio-economic development like post and telecommunication, banking, insurance, consultancy, transport, trade, public interest service in health and education.
2.4. Develop agriculture, forestry, aquatic product onto the direction that boots up the shift of structure of domestic animal, cultivated plants, varieties of seafood fished and cultivated at high economic value, having demand in domestic market and export market. Pay attention to breed of plants, domestic animal, aquatic varieties in order to facilitate to strong development of plants, domestic animal as strength of the Province. Improve post harvest processing. Construct synchronously infrastructure, logistics service in service of production.
2.5. Complete the arrangement, innovation, development and improvement of state owned capital businesses efficiency according to the governmental guideline; facilitate to strong development of private sector, continue the incentive policies in favor of small and medium businesses and solve the employment issue; develop types of cooperative businesses and increase the efficiency of cooperative, farm operation.
2.6. Expand and improve the efficiency of external economic activities; boost the attraction to foreign investment, facilitate to the development of cooperation, commercial relation and promote commerce with foreign partners to expand the market, speed up export. Strengthen the mobilization of ODA, NGOs funds to make further fund resources for socio-economic development.
2.7. Exploit at max. and use efficiently domestic and foreign resources (fund, technology, and managerial experience) to develop production force and socio-economic infrastructure. Shift the structure of investment onto the direction that improves the competition capacity, increase added value and economic efficiency. Improve basic infrastructure; invest adequately in fields, sectors and key economic areas of the Province; provide support in much more investment in the areas having minority groups reside, old resistance base, or under much difficult conditions.
2.8. Strengthen the application of scientific, technological progress in the economy to improve and upgrade technological, technical level in the economy, guarantee the process of industrialization, modernization. Improve effective management and exploitation of resources and environmental protection.
2.9. Innovate and develop training – education, improve the quality of education at all levels; strengthen the training and improvement of H.R. quality to meet the requirements of development, for industrialization, modernization, for the requirements of shifting economic structure and labor structure. Carry out well socialization of education, training.
2.10. Develop health sector, sport and culture, information; improve, meet the expectations in improving health care quality to community health, need in culture experience of inhabitants. Focus on development of public interest service in health sector. Strengthen socialization of health, culture, information, sport.
2.11. Solve basically urgent social issues, make many job opportunities to fix the need for job in urban area, increase the density of labor use time in rural area; realize the objectives of hunger elimination, poverty reduction, especially in rural areas, remote areas, area of minority groups, coastal flat bank. Push back social evils, reduce traffic accident, crime.
2.12. Make sure to administration reform, strengthen administrative discipline, push back bureaucratization, corruption, waste. Reinforce the union of minorities. Secure national security, defense, stabilize social order, security. Build and develop staff members for villages, wards and basic units to meet the requirements of management under the integration into international economy and development of local economy upon each stage.
